The Malagasy
subsoil conceals many mining resources which
represent one of the most promising sector.
Several types of
deposits are exploited:
- ores:
graphite, chromite, coal, bauxite, mica, .....
- metals:
copper, lead, nickel, iron, .....
- noble
metals: gold, silver, .....
- invaluable
stones: sapphire, ruby, emerald, .....
- other
stones: marble, non calcareous white sand,
quartz, .....
To put these
resources at the profit of the Malagasy people
the
PGRM (Project
of Governorship of the Mineral Resources) was
set up. within this framework, since 1999, the
World Bank supports the reforms advocated by the
Government in order to reinforce the
institutional capacity for the application of:
- sectoral laws
and regulations,
-
administration of the mineral rights,
- diffusion of
basic geological informations,
- environmental
and social management of the mining activities,
- development of
small mining.
A second credit
was set up in 2003 by the World Bank to improve
and reinforce the governorship in the mining
sector.
Madagascar is
the first world country for the graphite
production, one which is also the first ore
extracted in term of tonnage. Madagascar is the
10th world chromite producer.
The large
deposits of iron, bauxite, nickel, coal are only
slightly exploited.
The
mining code devotes the disengagement
of the State as well as the simplification of
the mining scheme and the advantages offered to
the investors.
The New Law on the Great
mining Investments (2005) envisages very
advantageous tax provisions (exemption of the
income tax during the first five years,
guarantee of repartition of the funds and freedom
conversion of the capital) for the investments
of more than 250 million US dollars. |
